Inductive learning lies at the heart of Machine Learning. There is no need to have prior knowledge of the data. There is no need to make assumptions in the data set or work with small samples. This method of unsupervised learning removes the potential for bias to be inserted into the analysis and makes identification of unknown issues to surface. Inductive learning lets the data tell its own story. This approach is an even greater asset when there is a large amount of data, and there is little advance knowledge of the story the data tells or the questions to ask.

One of the most difficult and untapped problems in analytics has been unstructured textual data. This problem is an excellent use case for Machine Learning and statistical Natural Language Processing (NLP). Eliminating taxonomical and ontological analytics methods simplifies the process, improves the time to glean insights from data, reduces the operational cost of analytics, and removes inherent biases in a predetermined interpretation framework.

The best results are achieved when the Human Factor is added to Machine Learning. Automation is susceptible to a loss of insights from an experienced human analyst. Harmonizing human decisions with machine learning is key to unlocking insights through analytics. An Augmented Intelligence approach can leverage both human and machine learning, and analytics efforts are best served when harmonizing the two. The famous chess battles with IBM’s Deep Blue chess-playing machine are examples.

Chess master Gary Kasparov designed a tournament to determine which grouping would garner superior results – solely humans, solely computers, or a combination of humans and computers. Teams comprised of humans leveraging computer assistance consistently defeated all challengers including the strongest “computer only” and “human only” teams. A surprising finding, however, unfolded and was reported by Kasparov. “The winner was revealed to be not a grandmaster with a state-of-the-art computer, but a pair of amateur American chess players using three computers at the same time.”
Combining the speed and processing power of a computer with a human’s interpretive capabilities leads to superior results. Who Does the "Rebuilding of America's Infrastructure" Include

WASHINGTON DC, WASHINGTON DC, USA, November 30, 2016 /EINPresswire.com/ — “Rebuilding our infrastructure and communities” is an often-used phrase that is oversimplified. There will always be rebuilding of infrastructure and minority communities. The problem is we are seldom the owners, developers, contractor builders, or high-wage workers. We need to be partners in ownership, development, building, operators, and employers of the local community workforce in a process where public and private Fortune 500 companies continue to build successful, quality projects while allowing diversity to be an integral part of the planning and execution of that success.

NAMC is concerned that we are losing a generation of minority youth because of neglect and indifference. We can no longer ignore the obvious: African-American males 18-35 have the highest unemployment rate in America. Other minority groups, women, veterans, and disabled veterans have also seen similar disparity. To that end, Minority Jobs Matter also.

The number of minorities and minority communities who are being left out of the rebuilding of America’s infrastructure is daunting. For state agencies to award billions of dollars of work annually and certain minority groups only receive less than one percent of those dollars is unacceptable. Ironically, these minority groups are not left out of paying the 18 cent per gallon federal sales tax to fund the U.S. Department of Transportation's highway program.

NAMC's efforts are timely, given passage of the recent Fixing America’s Surface Transportation (FAST) Act in December 2015. The FAST Act authorizes the program at $4.5 billion for fiscal years 2016 through 2020, including $850 million for FY 2017 to be awarded by the Secretary of Transportation. The grants, totaling nearly $800 million, will be combined with other funding from federal, state, local, and private sources to support $3.6 billion in infrastructure investment in 15 states and the District of Columbia. The legislation authorizes over $300 billion in funding transportation projects over the next five years, which potentially presents opportunities for Disadvantaged Business Enterprise (DBE) firms. The new legislation also addresses a long-standing issue in the DBE community by requiring the U.S. Department of Transportation to undertake measures to ensure prompt payment to DBEs. President Trump has stated that he plans to add a trillion dollars of public and private infrastructure spending to rebuilding America.

Citizens must be involved with local representatives, such as mayors and city council members, as well as state and congressional representatives, to ensure that the needs of their communities are included in the appropriations to rebuild America’s infrastructure. NAMC urges you to ask government representatives how rebuilding is going to work for and benefit small business, local communities, and mandatory participation requirements.

The NAMC 2016 Congressional Breakfast was held on Capitol Hill on September 15, 2016 at the Rayburn House Office Building. The panel consisted of various government and industry representatives who assembled to provide an opportunity for minority- and women-owned small businesses to learn how to navigate the procurement process and market their businesses in the lucrative arena of defense contracts.

Small business participation options along with NAMC recommendations included
better tracking of both prime and subcontractor flow down requirements for small businesses and minority participation. We also recommend that Federal agencies offer “FAST PAY” to small business contractors.

NAMC also suggested small businesses support Congresswoman Nydia Velasquez’s call for stronger compliance and oversight of the U.S. Small Business Administration (SBA) and the Small Business program within federal contracting and Congresswoman Suzanne Bonamici’s bill, H.R. 3175, to increase the government-wide procurement goals for small disadvantaged businesses, women-owned businesses, service-disabled veteran-owned small businesses, and HUBZONE (historically underutilized business zone) small businesses. Congressional support is needed for legislative bills.

All Eyes on OPEC, For the Last Time?

HOUSTON, TX, USA, November 30, 2016 /EINPresswire.com/ — When OPEC members, led by Saudi Arabia, decided in 2014 to keep oil production high despite a global glut, it sent prices into a tailspin. It’s widely thought the move was intended more than anything to drive as many U.S. shale producers as possible out of business.

But the surprise was on OPEC: while American oil and gas companies have sweated out the past two years, cutting jobs and idling rigs – with a few firms leaving the market entirely — for the most part, they have proven to be exceptionally resilient. The same spirit of innovation that led to fracking – the technique that opened the shale plays to development in the first place – helped domestic producers shave costs and improve per-rig productivity. Those achievements are reflected in numbers from the U.S. Energy Department, which suggest that in 2017 domestic crude output will reach 8.7 million barrels a day in 2017, some 100,000 barrels a day higher than the previous estimate.

Oilfield service company Canary's CEO Dan K. Eberhart said, “OPEC, on the other hand, has taken the price cuts on the chin. Saudi Arabia has lost billions of dollars in revenue, and other members – most notably Venezuela, Iraq, and Nigeria – have encountered staggering budget issues.” Eberhart continued, “By their own reckoning, as reported in the OPEC Annual Statistical Bulletin, the member nations’ combined GDP is at a five-year low, dropping from $4.35 trillion in 2015 to $3.90 trillion this year.”

To stanch the bleeding, at their November 30 meeting in Vienna, OPEC members finally achieved consensus about a production cut that should prop up crude prices and restore a semblance of financial health to national coffers.

No longer a single market balancer

The headline about an OPEC production cut – 1.2 million barrels per day, more than most expected but still less than the 1.5 million barrel target that some nations pushed for – sent oil futures prices up 7 percent in the first hour after the news broke.

While so-called "Trumponomics” have yet to fully play out, President-Elect Trump has said that he wants America to be energy self-sufficient, explaining that America has been “held hostage by OPEC.”

OPEC has long been perceived as the single market balancer, but their influence is increasingly tempered by other forces – perhaps most strikingly by demand from Asia.

That region is OPEC’s biggest customer, and importers have said they won’t tolerate price increases related to what they view as supply being artificially suppressed. Instead, they plan to buy more oil from non-OPEC countries.

Since 2005, China has accounted for 46 percent of global oil demand growth. The International Energy Administration (IEA) estimates that China receives about 700,000 barrels of oil per day, effectively soaking up a lot of the excess that has been keeping prices low. However, China isn’t actively using the oil today; instead, it is going into storage in the country’s strategic petroleum reserve (SPR) where it is being stockpiled against a future crisis. So while that does take oil off the market now, it’s not a signal of continuing demand growth. Outside of its SPR, in fact, China’s demand growth is expected to be just 259,000 barrels per day, despite the fact that the nation’s energy-hungry middle class is booming.

But with oil prices on the rise after the OPEC decision, China may decide that rather than pay more for imports, it will begin drawing down from its reserves, which amount to an estimated 600 million barrels. And although China’s own oil production has fallen off considerably in recent years, the nation may ramp back up and begin exporting oil itself to take advantage of rising prices.

With all eyes on OPEC, it’s important to remember that they don’t wield complete control of the market.

De La Fuente Files for Recount in Nevada

LAUDERDALE, Florida, November 30, 2016 – After withdrawing his presidential recount petition in Wisconsin, “Rocky” Roque De La Fuente almost immediately filed for a recount in Nevada. De La Fuente was the first to file for a recount in Wisconsin but withdrew his petition when Jill Stein duplicated his effort and the estimated cost of the recount soared to more than $3.5 million. He has already posted payment for the recount in Nevada.

“I’ve made this decision for a number of reasons,” said De La Fuente. “First, Wisconsin obviously made a recount cost-prohibitive for a citizen with standing. Jill (Stein) was able to tap into a Democratic base of donors to raise more than $6.2 million in just a few days, so she can afford to pursue the issue there.”

He continued, “I think she (Stein) drew Democratic support because she also named Pennsylvania and Michigan as states she would target for recounts. If all three states flipped, Hillary Clinton would become the President-elect.”

Then, he distinguished his effort: “I’m only interested in validating the election and exposing the vulnerabilities I believe exist in our current system. I’m not trying to change the results. If that happens, so be it, but I’m not trying to force it. ”

De La Fuente says he picked Nevada to balance out the recount and force the media to focus on the need for substantive reform to maintain the integrity of the Nation’s elections. In De La Fuente’s opinion, there are a lot of similarities between the Nevada and Wisconsin scenarios except for who won.

“Hillary (Clinton) won Nevada by a narrow margin almost identical to that of President-elect Trump’s in Wisconsin,” said De La Fuente. “Why not audit Nevada’s results as well?”

He added, “I experienced some a considerable amount of unfair treatment during the Nevada Democratic Caucus. And who doesn’t remember the near-violent confrontation there between the Clinton and Sanders camps with respect to the assignment of delegates?”

De La Fuente noted, “Jill didn’t qualify to be on the ballot in Nevada, so she can’t petition for a recount there even if she wanted to whereas I can.” De La Fuente is correct. While the Green Party failed to qualify on the ballot for the General Election in Nevada, De La Fuente made the ballot as the nominee of the American Delta Party. He also was the nominee of the Reform Party and ran as an independent in other states.

De La Fuente said he may file for recounts in one or more additional states but emphasized that he will only do so on a non-partisan basis. “This is about election integrity. It isn’t about favoring one party or candidate over another,” said De La Fuente. “We need to expose the problems and fix them.”

De La Fuente allegedly suffered election fraud in both the Democratic Presidential Primary and the General Election. “We have screenshots of my vote totals going down in a variety of states as more counties reported, which obviously should not be possible. Coupled with the other forms of election manipulation I experienced, I committed myself to exposing the problems and pushing for solutions,” he added.

When asked about the cost of the recounts, De La Fuente acknowledged that it is significant. “While I’ve been blessed to have enjoyed success in the private sector, I’m not a nearly as wealthy as Hillary Clinton or Donald Trump,” De La Fuente commented. “I hope citizens of every political persuasion will consider election integrity important enough to donate the equivalent of a Starbucks or two to help defray the cost. After all, what I’m really trying to do is make sure that each citizen’s vote goes to the candidate for whom it’s cast.”

De La Fuente Withdraws Wisconsin Petition but Will File Others

A statewide recount in Wisconsin is cost prohibitive…

LAUDERDALE, Florida, November 29, 2016 – “Rocky” Roque De La Fuente, who actually was the first presidential candidate to file a recount petition in Wisconsin, has withdrawn his petition in that state. However, he has expressed his intentions to file elsewhere.

“A statewide recount in Wisconsin is cost prohibitive,” said De La Fuente. “I do not want to favor one candidate over another. My only interest is to create a nationwide awareness of the vulnerability of our election system and to do everything possible to assure that your vote counts for the candidate for whom it is cast.”

The cost of De La Fuente’s participation in the Wisconsin recount would have been half of the $3.5 million fee the state required. Now, Jill Stein will need to shoulder that entire amount if she is to continue her recount initiative in that state. Her team has already raised more than $6.2 million for that recount and the ones she plans to conduct in Michigan and Pennsylvania in just a few days, which is more money than she raised during her entire presidential campaign.

The Clinton camp has also joined in on those recount initiatives. That is one of the reasons that De La Fuente says he feels the need to distance himself from the Wisconsin recount.

“I’m not a big fan of President-elect Trump, but I also ran against Hillary in the Democratic primary,” said De La Fuente. “In my opinion, the recount should be done to validate the election or expose the need for substantive election reform. It shouldn’t favor one candidate over another.”

When asked how that might be accomplished, De La Fuente indicated that he intended to file for limited recounts in Nevada and Florida; pointing out that Clinton won in Nevada and Trump won in Florida. “It’s not about flipping a state and changing the results. It’s about making sure that every vote counts as it’s cast,” said De La Fuente.

De La Fuente noted that he has standing in Nevada whereas Stein does not. “Jill wasn’t ballot qualified in Nevada, whereas I was. So, she can carry the burden in Wisconsin and the other states in which she has an interest, and I’ll add two more to the mix,” said De La Fuente.

He indicated that Nevada and Florida are of particular interest to him because of their past histories. “Florida has been at the epicenter of questionable elections in the past, and I personally experienced manipulative behavior in the Nevada caucus during the Democratic primary season,” explained De La Fuente.

De La Fuente ran in the Democratic presidential primary and established the highest vote count of any Hispanic American running for that office in that party’s history. He then ran as an independent and as the nominee of both the Reform Party and the American Delta Party in an effort to champion election reform. De La Fuente has pursued lawsuits across the country to lower ballot access thresholds to reasonable levels and to preserve ballot images in counties in which electronic voting is used. The latter is to have the images declared to be “public record” and force them to be preserved so that they can be used to validate elections similar to how paper ballots are used.

As a philanthropist, aside from her mission of sending medical and school supplies to Sierra Leone, Mrs. Timbo shipped tons of bags of rice and other non-perishable commodities to families in the Kalangba, Gbendembu Gowahun and Rokulan metropolises.

In 2014, after learning of the Ebola breakout in Sierra Leone, her compassion for her people was ignited and her heart and soul were gripped with pain by the many people dying. She worked tirelessly calling various organizations and medical institutions asking for help and medical supplies. When Mrs. Timbo connected with the Houston Methodist Hospital, she found a group of kindred spirits who supported her cause by providing the much-needed supplies. The supplies were shipped in a 40-foot container.

Unfortunately, the amount of help rendered amounted to only 12% of the consignment sent. Out of the goodness of her heart, Mrs. Timbo used her own resources to pay the balance of the shipment. She never gives up on her people.

Timbo's years of experience in home health services has given her the foundation to assist in leading the charge to bring better health preventative care for Sierra Leoneans. "I plan to address the Ebola widows and orphans through a series of initiatives," she said. "The epidemic is behind the country but the aftermath has devastated families. It is a top priority to ensure that the survivors are not forgotten."

Sierra Leone's disabled and HIV/AIDS community will also be a focus to provide them with the medical equipment, physical and psychological therapy and other tools to give them the ability to lead a better quality of life. "I intend to help remove the stigma of persons with disabilities and those stricken with HIV and AIDS, provide safe sex and celibacy education to decrease the number of cases, as well as help those afflicted with other infectious diseases with medication, proper nutrition and support groups," she said.

Sierra Leone's population is more than 6 million men, women, and children. The housing market is a challenge especially for low-income and disabled people. "My plan is to provide affordable housing with disabled accessibility and built in convenient locations in proximity to employment opportunities," said Timbo. "Using durable, inexpensive materials from the United States, affordable housing is achievable with the right partners to collaborate on homeownership for the people of Sierra Leone."

Some of the people of Sierra Leone are farmers and would benefit greatly with the additional resources and training to grow more crops and raise chickens. "My goal is to improve agricultural production through sustainable management practices and partnerships with resources from the United States and other countries," she said.

There are unlimited opportunities for businesses to prosper, provide employment for the locals, and be socially responsible. The mining industry of Sierra Leone incudes diamonds, rutile, bauxite, gold, iron and limonite. Finely powdered rutile is a brilliant white pigment and is used in paints, plastics, paper, foods, and other applications that call for a bright white color. Limonite is used for pigments for coloring paint, ink, plastic, fabric, cosmetics, food, and other materials. Bauxite, an aluminum ore, is the world's main source of aluminum.

In 2015, Mrs. Timbo was honored for her selfless humanitarian work at the First Annual Vigor International Awards in Calgary, Alberta, Canada. The culmination of this event was that she was crowned as the 2015 Vigor Awards Ambassador. In February 2016, she proudly represented Sierra Leone at the 36th Annual Anaheim Black History Parade in Orange County, California, and the 24th Annual Pan African Film and Art Festival, the largest and most prestigious Black film festival in America and the largest Black History Month event in the United States.
